worst sentence ever written

Below is the worst sentence I have ever read. This appeared in an official letter from a government agency. Sadly, the letter was signed by the agency head. Since the sentence is so bad, there's need for me to alter it to conceal the identity of the agency:

"This certainly would not have been possible without your dedication to public service and your tireless application of the high level of effort and expertise necessary to achieve the results that have helped to improve the performance of our government and thereby improve the quality of life for people who live in this country."

Luckily, some of us are paid to review these documents. Thanks to our tireless application and dedication, we were able to revise the sentence, thereby improving the quality of the document for that agency, resulting in an easier-to-read report for the people of this country. Kafka would be proud!

I don't understand what is so bad about that sentence it makes perfect sentence to me and I also admire your hard work and dedication in making this blog it is a fun read thank you.
